CIMIC Group’s UGL has been awarded three packages of work for Western Power’s Clean Energy
Link – East (CEL-East), assisting their clean energy transmission expansion.
The CEL-East project is a major investment in Western Australia’s energy future, expanding the
transmission network east of Collie to connect new renewable energy sources, strengthen grid
reliability, and support the transition to net zero by 2050.
The contract is expected to deliver revenue of $478 million to UGL.
Located south of Perth, the scope of work for UGL’s packages includes the expansion of the
330kV Shotts Terminal, enabling works around Muja Terminal, and the construction of new
330kV high capacity transmission lines between Muja, Shotts and Cordering terminals, delivering
four new circuits to increase network capacity and support future energy demand.
CIMIC Group Chief Executive Officer Jason Spears said:
“As Australia accelerates its transition to a lower-carbon future, the need for large-scale
transmission infrastructure has never been greater.
“UGL's proven ability to deliver complex energy and utility projects, backed by the strength and
resources of CIMIC Group, positions us to help customers deliver the networks needed to
connect renewable generation and power communities. We are proud to contribute our
expertise to this landmark investment in Western Australia's energy future.”
UGL Managing Director Sam Goldsmith said:
“UGL is proud to continue supporting Western Power on one of Western Australia’s largest
infrastructure transformations in its history.
“As leaders in critical energy infrastructure, projects like Clean Energy Link - East demonstrate
the critical role UGL plays in shaping Australia's energy future. Drawing on decades of experience
delivering complex transmission, power and utility infrastructure, we have the people, technical
expertise and integrated delivery capability to successfully execute projects of this scale.”
The project will expand WA’s transmission network to connect new wind and solar generation,
improving energy security and reliability, and supporting businesses and the wider community as
part of a greener future.
Works are expected to commence in October 2026.
